The Old Town and New Town are both highly pedestrianized, so it's easy for you to get around by walking. Some of the streets in the Old Town have largely cobblestones so it's recommended to wear suitable footwear.
You can hire a car to get around however it is not necessary for Girona, it would be more useful to get you to places nearby.
